Project Information

HURMA Consulting was commissioned by FCA Somalia under the 13478 – SSF III DLGA–HORUMAR Project to design and develop a comprehensive, practical and contextually relevant training programme for District Departmental Directors in Galmudug State.

The assignment covered South Galkayo, Abudwak and Bahdo and focused on strengthening the capacities of district departmental directors to coordinate departments, improve service delivery and strengthen accountability to citizens. The consultancy was implemented through three structured phases over eighteen working days.

Scope of the Assignment

The training package was designed to respond to institutional challenges including weak interdepartmental coordination, underdeveloped monitoring and reporting systems, unclear functional roles and limited structured citizen engagement.

The programme was grounded in Somalia's national governance and decentralization architecture, including the National Transformation Plan, Wadajir Framework for Local Governance, National Decentralization Policy 2026–2030 and National Reconciliation Framework 2025–2029.

Training Programme

HURMA developed a five-day comprehensive training programme consisting of five practical modules:

  • Module 01 – Foundations of Decentralized Governance: Somalia's federal architecture, legal and policy frameworks and district departmental mandates.
  • Module 02 – Institutional Coordination & Participatory Planning: interdepartmental coordination, community needs assessment and SMART sector action planning.
  • Module 03 – Monitoring, Evaluation & Evidence-Based Reporting: results-based management, indicators, data collection, field monitoring and standardized reporting.
  • Module 04 – Citizen Engagement & Social Accountability: citizen participation, feedback and complaints systems, Citizen Report Cards and Community Scorecards.
  • Module 05 – Ethical Leadership, Conflict Sensitivity & Communication: ethical leadership, anti-corruption, Do No Harm, mediation, crisis communication and personal leadership planning.

Key Deliverables

  • Inception Report with methodology, workplan, risk matrix and results framework
  • Five-module comprehensive training package with 90+ slides
  • Facilitator notes, practical exercises, case studies, role-plays and simulations
  • Five-day detailed training agenda
  • Pre- and post-training assessment suite
  • Five Daily Reflection Cards
  • Training Evaluation Form
  • District Governance Templates Handbook with 20+ operational tools
  • Feedback Integration Report responding to FCA Somalia's technical review
  • Final training materials translated into Standard Somali
  • Final Consultancy Report

Practical Institutional Tools

A central feature of the assignment was the development of practical tools that district directors could use beyond the training itself. These included departmental mandate mapping, monthly interdepartmental coordination meeting tools, action-item tracking, district shared registers, community needs assessment tools, SMART sector action plans, M&E performance tracking, field monitoring checklists, departmental progress reporting, citizen feedback and complaints registers, community scorecards, mediation templates, crisis communication plans and Personal Leadership Action Plans.

Expected Contribution

The consultancy was designed as an institutional strengthening intervention rather than a purely theoretical training exercise. Each module incorporates practical tools for immediate application, while the District Governance Templates Handbook provides a standalone operational resource for continued use by district institutions.
